Kelly Park Homeowners Association

AUTOMOBILE AND PARKING RULES

The parking rules of the Kelly Park Homeowners Association are mostly the same as the laws of the City of Thousand Oaks and the State of California, which are shown at the bottom of this page, but there are a few additions.

A. Parking in the two parking lots by the pool and clubhouse is restricted to those individuals using these facilities during the time the cars are parked there. There is no overnight parking permitted.

B. Street cleaning is currently the 2nd Thursday of each month (Click here for schedule updates). Schedules will be sent to occupants. It is requested that all vehicles be parked in the garage or driveway on this day.

C. The post office asks that mailboxes not be blocked by parked vehicles during mail delivery.

D. All automotive work shall be done in the garage only. No automotive work may be done in the street or driveway.

E. Because of limited parking, it is requested that homeowners and tenants park all personal vehicles in their respective driveways when possible. Street parking should be available for guests--yours and your neighbors--and for service vehicles only.

F. Vehicle Storage in Driveway -- The CC&Rs are clear that homeowners are responsible to keep the area between the street and their setback line (usually the garage door) in an attractive condition. Therefore when vehicles stored in a resident's driveway decrease the attractiveness of Kelly Park, the homeowner will be asked to move the vehicle. If the vehicle is not moved in a timely manner, the usual penalties will apply. Basically, any vehicle that someone walking by can see is not being used is considered unsightly. 

G. It is against city law and Kelly Park HOA rules to park any non-motorized trailer on any city street for any length of time. It is also against Kelly Park rules to park any such trailer in driveways or front yards. This rule includes boat, motorcycle, camping, and cargo trailers, whether the trailer is loaded or empty. The city may ticket and or tow any trailer found parked on any street.

H. It is against City ordinance and Kelly Park rules for any vehicle to be parked on a street for more than 72 hours without being driven at least one mile. The city may ticket or tow any vehicle parked more than 72 hours on any public street, including all the streets in Kelly Park.

I. It is against Kelly Park rules to park any boat in any driveway for more than 12 hours. Boats must be stored inside garages, with the door closed, or outside Kelly Park.

Laws

1. Section 4-3.410 of the Municipal Code sets 72 hours as the maximum period a vehicle is permitted to be parked at the same location on a public street. If the vehicle odometer does not change by more than one mile after the 72 hour period, the vehicle may be cited.

2. According to the California Vehicle Code, it is illegal to park within 15 feet of either side of a fire hydrant. The vehicle code does not require red curbs in front of hydrants for police to enforce this regulation. Therefore most fire hydrants in the city do not have red curbs. It is illegal for citizens to paint the curbs in the public right-of-way. Meter Maids do patrol Kelly Park and do issue citations.

3. Motor Homes and Trucks: The Municipal Code currently allows motorized commercial vehicles weighing up to 12,000 pounds to be parked on residential streets. However, as previously stated, no vehicle may park in the same location for a period of more than 72 consecutive hours. It should be noted that larger vehicles, ie., cement trucks, moving vans, etc. may be temporarily parked on residential streets for the purpose of conducting business, provided the vehicle leaves once business is concluded.

4. Non-Motorized Vehicles: The Municipal Code prohibits all non-motorized vehicles (such as trailers, boats and cars or boats on trailers) from parking on residential streets for any period of time. If you observe such a condition, you may report it to the Police Department for appropriate action. [TOMC Section 4-3.410 (c)]
