Board of Directors Meeting
Minutes of November 28, 2005
I. CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Roger Smith at the
clubhouse.
II. ROLL CALL

III. HOMEOWNER DISCUSSION
Keith Taylor was in attendance to hear what the association was doing
about the recent rash of vandalism. The Board agreed that additional
perimeter lighting may help deter vandalism at the pool and bids will be
requested for motion sensor lights to be installed as well as security
cameras.
Brenda Hales asked about several older vehicles which are parked at
Kelly Park HOA. She was informed that one has left the property but the
other still remains and the resident moves this vehicle every 72 hours
thus avoiding tickets from the City.
IV. ADDITIONS/APPROVAL OF AGENDA
The agenda was approved as submitted.
V. APPROVAL OF PREVIOUS MEETING MINUTES
A motion was made by Dan Shepherd, seconded by Gerry Chudleigh to
approve the Minutes of September 26, 2005 as written. The motion
carried. The Annual Meeting Minutes of October 24, 2005 were available
for review and will be approved at the next Annual meeting.
VI. TREASURER’S REPORT
Gerry Chudleigh reviewed the September and October financial statements.
All directors received copies of the bank statements and
reconciliations. A motion was made by Gerry Chudleigh, seconded by Dan
Shepherd, to approve the September and October financials as presented;
the motion carried.
Delinquent accounts were reviewed with the Board by Karen Furnish.
Cagianut and Company will be performing the annual Review and Taxes.
Dues for fiscal year 2006 will be increased to $54 per unit per month.
VII. MANAGEMENT REPORT
A. Calendar – reviewed – A new Reserve Study will need to be prepared
and bids will be provided to the Board at the next meeting.
B. Violations – reviewed. Two violations containing monetary penalties
were upheld and one violation with a monetary penalty was waived.
C. Work Orders - reviewed
D. Correspondence – reviewed
VIII. COMMITTEE REPORTS
A. Landscape Report
Monthly Report
1. Walkway from Jerome to Shamrock Court planters were re-landscaped.
The ivy was removed and new vines, shrubs and groundcover was planted
per the proposal. Other areas will be planted in November and December.
2. Trees – The Liquidambar trees in the common area will be pruned this
year. Some were pruned last year, but only the sides were trimmed from
the property lines. These trees will be pruned once the leaves have
dropped. Late December to Janaury is the approximate time frame for
pruning. The only other trees that may need pruning are the Eucalyptus
and Pepper trees at the pool area. This will be done at the same time
the Liquidambar trees are trimmed.
3. Eucalyptus tree at the corner of Jerome and O’Leary on the sidewalk
side was pruned.
4. Slope sprinklers at the pool area are still being broken. There was
one sprinkler broken two weeks ago. The sprinklers were kicked off from
the top of the head.
5. Fertilizer for the turf areas will be applied in December for the
winter season.
The Board agreed to have the common area treated for gophers and to
further ask Selleck Properties how they are handling the gopher problem.
Jon Kaneko will be asked to treat the gophers in the common areas.
B. Pool Report
The pool lights were still not on early enough this evening and the pool
vendor will be asked to adjust for the lighting.
The Cleaning Lady will be asked again to clean the light fixtures in the
restrooms and to replace a light cover in the men’s room. There has been
etched graffiti in the men’s room mirror.
The Cleaning Lady reported that the pool deck drains were clogged and
Tustins Plumbing was sent out. Tustins found that the drain in the pool
deck does not go anywhere as there is no piping – just a core hole in
the concrete at the low spot. Dan Shepherd asked management to have a
Board member investigate matters before making the call for repairs.
Pool Restroom Restoration
The showers are not yet reconnected and the Board asked if hot water was
a requirement of the County to be provided or if the cold water showers
would be adequate for rinsing before using the pool. Karen Furnish will
check on this.
C. Clubhouse
· Clubhouse Reservations
October 23 – Monica Rodriguez
November 12 – Stephanie Mendel – the Mendel family cleaned the carpets
after their event and they did an excellent job.
December 4 – Wendy Carlson
December 24 – Silvania Barrundia
January 7 – Kristen Treadwell
Roger Smith volunteered to open the clubhouse for the two events to be
held in December.

· 137/141 Heather Ridge – reroof adjoining homes in same colors and same
materials, CertainTeed Presidential Shake TL (Composition shake) in
color of Weathered Wood.
· 1814 Tippeary – reroof freestanding home in Barkwood colored roofing
materials, composition shake, Eck
· 208 Heather Ridge – repaint trim on home using same colors – Mesa Tan

· 1780 O’Leary Court – repaint free standing homes in Scheme #1 –

E. Neighborhood Watch
Recent Incidents:
· Drug deal September 15 – police called to O’Leary
· Vandalism September 27 – wrought iron stair railing pulled out at
O’Leary and clubhouse and 5 – 6 mailboxes destroyed – one mailbox tossed
into pool. Police report taken #OJ-24519.
· Auto smashing by rocks/bricks in August – Detective Tougas on case
· First set of broken tiles on roof – repair of $750 billed to owner.
Damage done September 4
· Broken tiles on roof – again
· November 17 – vandalism to pool – all signs trashed, pool furniture
broken and tossed into pool with bulletin board. Police were called and
vehicle with license 5FSE 859 identified. Detectives Tougas and Hutton
are working on the case.
· November 23 – new pedestrian gate at Giant Oak vandalized.
IX. ONGOING BUSINESS
A. Reslurry Bids
Tabled until after Selleck project is complete
B. Antenna and Dish Policy
Tabled.
C. Lighting Bid
Tabled
D. New Pedestrian Gate
A new pedestrian gate was installed at Giant Oak. Cost for installation:
$1,489.87. Keys were distributed to the immediate neighbors and other
residents of Kelly Park as requested.
X. NEW BUSINESS
A. Robertson Properties
Letters and phone calls were made to Robertson Properties regarding the
trucks parking on Kelley Road and making their deliveries to the stores.
Trucks are not supposed to be driving or parking on Kelley Road.
B. City of Thousand Oaks Neighborhood Improvement Project
The Board felt that they would not qualify as 30% of the residents
needed to be low income in order for the neighborhood to qualify. Thus,
there is no interest to pursue.
XI. DATE AND TIME OF NEXT MEETING
The next meeting will be January 9, 2006 at 7:00 p.m. at the Clubhouse.
