meeting was called to order at 8:00 p.m. at the Kelly Park clubhouse.

Homeowner Discussion
Allen Kitain
introduced himself as an 18 year homeowner at Kelly Park and a first
time ever attendee at a Board meeting. The purpose of his visit was to
review the paint charts available at the clubhouse and to talk to the
Board about several architectural requests he will be putting in for
repainting the exterior of his home, installing a new roll-up garage
door and installing a new dual paned window.

APPROVAL OF PREVIOUS MEETING MINUTES
The Minutes of July
1, 2004 were approved as written.

TREASURER’S REPORT
Gerry Chudleigh was
not present to review the financial statement and bank reconciliation
for the month ending June 30, 2004. This will be reviewed at the
September meeting.
The delinquency list
was reviewed and J. C. Simmons asked that AMS contact the two owners on
the list to determine when payment will be made.

The railings along
the steps behind the clubhouse leading to the basketball court have been
repaired. They had come out of the ground and we had a welder remove
three posts and replace them reanchoring the fence. A portion of the
handrail was also removed and replaced.

COMMITTEE REPORTS
A.
Landscape
During the past
month, a total of 7 sprinklers were replaced and an area along Hays
Court facing the cul-de-sac was planted with bougainvillea by B & L
Landscaping. Kaneko Landscaping trimmed several large pear trees in the
common area along Shamrock and trimmed back a pine tree branch by the
clubhouse. Kaneko will be trimming several pepper trees in the common
area at the Galway cul-de-sac but needs to speak with a neighboring
homeowner in order to access his property to do the clean up after the
trimming.
A proposal from
Kaneko Landscaping for landscape maintenance was received and tabled at
this time due to the absence of several Board members. This will be
reviewed and discussed at the September meeting.
B.
Pool Report
A bill from CDS
Pools was received in the amount of $220 for four filter cleans; $500
for replacing two pool light fixtures and $200 for chemicals chlorine
acid and tablets and conditioner. AMS has sent two letters asking why
the filter cleans and chemicals were not included under the current
agreement; there has been no response to date.
Several lost keys
were reported to Roger Smith for replacement. Joe LaMartina stated that
he too has lost his pool key and will need to have Roger replace it as
well.
C.
Clubhouse
The clubhouse carpet
was cleaned at a cost of $194 and on July 24 a party was held and
immediately following, the carpet was stained again. The homeowner
stated that the party did not spill anything on the carpet and these
must be stains that have reappeared from under the Berber carpeting.
The Board discussed removing a section of the carpet by the kitchen
counter area and continuing the linoleum flooring that is in the kitchen
out to this small area. Bids will be solicited for this task.
D.
Facilities Structure
Tustins Plumbing
provided a bid to cap off the two showers in each restroom and construct
one outside shower at a cost of $1,500 which did not include the cost of
installing an outside drain. Bids to repair the damaged interior walls
ranged from $1,940 using sheetrock to $5,480 using ceramic tiles. The
bids were tabled and it was decided to further investigate whether the
showers were causing the damages by shutting off the showers for several
months in the fall when the pool is not used heavily.

Architectural Requests
The following was
approved:

1844 Galway – new
landscaping installed

The satellite dish
on the front of the home over the garage at 1779 Tipperary was
discussed. The placement of the dish is not uniform with other dishes
throughout the community and further the wiring is not properly
installed through the stucco of the home but rather it is pushed
through the garage vent. The residents of this unit will be asked to
contact Direct TV to do a proper installation of the dish and the
wiring.
IX.
UNFINISHED BUSINESS
A.
Selleck Properties
Architectural plans
were received and reviewed by the Board; these included planting of the
hill alongside O’Leary and installation of a spilt rail concrete fence.
A motion was made by J.C. Simmons to table the decision regarding
approval of the plans. The motion failed for lack of a second. A
motion was made by Joe LaMartina to accept the plans as presented; the
motion was seconded by Roger Smith and carried with two votes in favor
and one opposed.

Speed Bumps

Re-slurry
Bids
Bids separating out
the costs of work at the clubhouse parking lot from the costs of the
basketball court were received and tabled. The bids will be reviewed
after the work on the hill by Selleck Properties has been completed.
D.
Wood Fence Repainting
The painting of the
common area wood fences was completed on July 26. Only fences which
were originally painted were repainted.
E.
Neighbor to Neighbor Fencing
As discussed at the
previous meeting, this issue has been resolved and the neighbors did
contribute their share of cost towards the fence.
F.
Cluster Mailboxes
Phil Schoeffling of
the post office spoke with Karen Furnish of AMS Realty, Inc. and stated
that the U.S. Postal Service cannot install new cluster mailboxes at no
cost to the homeowners, nor can the Postal Service remove the old boxes
or repair the sidewalks. Additionally, Mr. Schoeffling stated that all
the homeowners at Kelly Park HOA would need to have their individual
mailboxes changed out to a cluster mailbox or none – it was an all or
nothing deal. The matter has been dropped.
G.
Slump Wall Repair on Tipperary
The common area wall
along the pathway to the pool is loose due to the tree roots of the
common area tree. Two bids were received and reviewed. A motion was
made by J.C. Simmons, seconded by Roger Smith, to contract with Kaneko
Landscaping for repair of the wall and removal of the tree roots at a
cost of $900. The motion carried.
X.
NEW BUSINESS
A.
Yard Sale
Vicki Shepherd and
Karen Walton have volunteered to organize a neighborhood yard sale to be
held on Saturday August 21. Flyers will be distributed by Vicki and
Karen door to door.
XI.
