BOARD MINUTES

June 7, 2004



I. Call To Order
The meeting was called to order by President Roger Smith at 7:00 p.m. at the Kelly Park clubhouse.

II. Roll Call
Board Members Present: President Roger Smith; Treasurer Gerry Chudleigh
Board Members Absent: Vice President J.C. Simmons; Director Dan Shepherd
AMS Representative: Karen Furnish
Homeowners Present: Sue Simmons; Vicki Shepherd; Chris Moreno; Keith Taylor; Andrew Zamier; Joe LaMartina

Because there was no quorum of the Board, a meeting was not held. However, homeowners present were allowed to speak. [But see below--there was a quorum for the last few minutes and business was conducted.]


III. Homeowner Discussion
Chris Moreno discussed a situation whereby she was walking her dog on leash when her dog was attacked by a dog off leash on Galway. Her dog received care by a vet at a cost of $200. Chris provided a copy of the vet bill to the owner of the dog but reimbursement has not been made. Chris reported the situation to the local Animal Control and to AMS Realty, Inc. A notice of violation was sent to the owner of the property with a copy to the tenant; all dogs must be on leashes when outside of the fenced yards.

Andrew Zamier and his friend attended to discuss an event at the pool in late May. A friend of theirs was at the pool and this friend had destroyed association property – a No Parking sign and the pool clock. However, Andrew stated that the friend was not his guest as another resident had let the guest inside the pool gate.

Keith Taylor stated that he had attended the Board meeting to observe and had no comments.


IV. Other Business
Being that no decision-making business could be conducted without a quorum, Karen Furnish of AMS Realty, Inc. reviewed the agenda packet with those Board members present and with Joe LaMartina.

Delinquencies, violations and correspondence were reviewed.

Committee Reports:
Landscape – The weed abatement was completed at a cost of $1,300. A transplanted pepper tree from Hays to O’Leary did not survive and will need to be removed. The tree trimming company, Golden Pacific Landscape, has not been heard from and we have several trees in need of trimming. Karen Furnish will locate another tree trimmer and will check to see when the last payment was issued to Golden Pacific. A bid will be requested of B & L Landscape to plant bouganvilla at the perimeter fence at the end of Hays. The Robertson Group and Kohls will be requested to cut the weeds alongside the sidewalk and fence to the north of the catch basin. They will also be notified that children and skateboard riders have been seen inside the catch basin which is full of standing water.
Pool: Roger Smith has been asked to replace several pool keys which were lost. Homeowners were charged for the replacement keys. Several incidents were reported: April 15 – poop in the pool – pool closed and something in the spa turned the water green and made it smell like watermelons – soaps and oils are harmful to the filters and motors of the spa and are not permitted. May 22 – the No Parking sign and post from the clubhouse parking lot was uprooted and tossed into the pool along with the pool clock. Estimated damage: $65. A pool rules reminder notice was made and distributed to every house in Kelly Park HOA. Additional trash cans were installed at the pool for the summer and CDS Pool Supply may be leaving the business but will refer Kelly Park to another vendor.

Clubhouse: The calendar for June shows the clubhouse to be rented on June 6, 8, 12 and 13. The carpets were cleaned and the clubhouse rented for the first time since June 6 to a party and now they are extremely dirty. The deposit will be kept or the renters will be asked to clean the carpets before the weekend rentals are booked. Gerry Chudleigh took some photos of the clubhouse facilities and interested parties may view the clubhouse on the Kelly Park website. Roger Smith continues to work on wrought iron bids to make it more difficult for trespassers to access the pool via the roof. Several bids were received to restore the moisture damaged restrooms. New bids will include removing the wall between the sink and the first stall. The urinal in the men’s room is not flushing and the sink is separating from the wall; a plumber will be called to make the repairs.

Architectural: Approvals were made for the following: 1790 Tipperary – install pitched roof over garage; 1887 Galway – hardscape in driveway median; 1797 Tipperary – remove existing tree in front and replace with smaller tree; 222 Kelley Road – replace archway by front door with same (no request needed as it is being changed out for the same). 201 Heather Ridge painted their home without Architectural Approval in a color not approved – white with grey trim. The owner agreed to repaint in the correct color within four months – by the end of the summer. To date, the front of the home has been repainted but not the back.

Other Business:
Selleck Properties: Roger Smith shared a landscape plan for the hillside between Kelly Park HOA and the Selleck Properties. A surveyor needs to point out the exact property lines. Roger will clarify the lighting proposal next time he meets with Bob Selleck.

Speed Bumps on Kelley Road: No update.

Reslurry Bids: Tabled due to lack of a Board quorum

Wood Fence Repainting: Tabled due to lack of a Board quorum.

Slump Block Wall Repair: Tabled due to lack of a Board quorum.

Date and Time of Next Meeting: Thursday, July 1, 2004 at 7:00 p.m.

Appointment to Office: J.C. Simmons arrived at 8:00 p.m. A motion was made by Gerry Chudleigh, seconded by J.C. Simmons, to appoint Joe LaMartina to the Board to serve the unexpired term previously held by Johann Patterson. The motion carried.

Adjournment: The meeting was adjourned at 8:02 p.m.
