Board of Directors Meeting

Minutes of January 21, 2005


I. CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Roger Smith at the Kelly Park Clubhouse.

II. ROLL CALL
Board Members Present: President Roger Smith; Vice President J.C. Simmons; Secretary Joe LaMartina; Treasurer Gerry Chudleigh; Director Dan Shepherd
AMS Representative: Karen Furnish
Homeowners Present: Vicki Shepherd, LaJoy Mallory, Ed Huang, Annette Vasquez, Audry Watkins, Karen Walton, Kris Inman

III. HOMEOWNER DISCUSSION
Annette Vasquez submitted an Architectural Request for a new garage door. The door has been installed but is not the correct color and she will paint it to match that of her adjoining neighbor. The request was approved provided that it does match that of the neighbor’s garage door. Annette stated that she will submit another request for vinyl windows.

Karen Walton made her appeal to the Board concerning her exterior painting request. Her adjoining neighbor repainted his home in July of 2000 using the pearl white stucco and hickory colored wood trim. Karen prefers not to use the brown colors but would like to repaint her adjoining home in grey shades. She provided photos of her home to the Board along with color samples. She will email the photo of the home to J.C. Simmons who will add in her color samples to view a final look of the painted home and the adjoining home and these plans will be submitted for Architectural Review.

Kris Inman of Sun Country Systems, Inc. provided an ADA accessible tot lot for Kelly Park. The total cost of the new tot lot, equipment, a bench and a new basketball backboard runs $19,478.61. The Board requested that the current insurance carrier be asked if this would increase the liability and if additional insurance is recommended. The Board tabled the proposal for further review. Joe LaMartina volunteered to write up a flyer to be distributed to the homeowners asking for their input regarding a tot lot at Kelly Park.

LaJoy Mallory asked about her Architectural Request which was approved this evening.

IV. ADDITIONS/APPROVAL OF AGENDA
The agenda was approved as submitted.

V. APPROVAL OF PREVIOUS MEETING MINUTES
A motion was made by Dan Shepherd, seconded by Roger Smith to approve the Minutes of October 11, 2004 as written. The motion carried. The Annual Meeting Minutes of November 22, 2004 were available for review and will be approved at the next Annual Meeting.


VI. TREASURER’S REPORT
Gerry Chudleigh reviewed the financial statements ending October 31 and November 30, 2004. A motion was made by Gerry Chudleigh, seconded by Dan Shepherd, to accept the financial statements and bank reconciliations. The motion carried.

Three delinquent accounts were reviewed.

The homeowner dues beginning January 1, 2005 were increased to $50 per month. The annual review and tax preparation is being done by Cagianut and Company.

VIII. COMMITTEE REPORTS
A. Landscape Report
Invoices and correspondence to/from B & L Landscape were reviewed.

Tree trimming included trimming a large pepper tree at Galway at a cost of $210; trimming a liquidambar at Donegal at cost of $175; trimming branches behind Tipperary at cost of $100; and trimming five liquidambar trees at Galway at cost of $1,400. A motion was made by Dan Shepherd, seconded by Gerry Chudleigh, to approve a bid to trim nine eucalyptus trees in the common area walkway on Tipperary at a cost of $1,600. The motion carried.

Landscape maintenance bids were received and reviewed. A motion was made by J.C. Simmons, seconded by Dan Shepherd to contract with Kaneko Landscaping at a cost of $980 per month beginning March 1, 2005. The motion carried. Jon Kaneko will be made aware that this will soon need to include some of the slope which will be planted by Selleck Properties and maintained after planting for 90 days. Further, Jon Kaneko will be asked if he can include a tree trimming proposal for trimming of trees over 15 feet in height at a set amount per month. Joe LaMartina and Vicki Shepherd volunteered to do a landscape walk through with Jon Kaneko prior to the March 1st start date.

B. Pool Report
A service proposal contract from C.D.S. Pools was received and signed at a monthly cost of $300 plus chemicals and extras such as filter cleaning; repairs, etc.

Charges in November include: replacement of the spa blower at cost of $262.50; replaced eight filter grids at cost of $244.48; replaced two filter tank 0-rings for pool filter at cost of $49.96; replacement of one filter tank 0-ring for spa filter at cost of $15; back wash and grids at cost of $75; three filters cleaned at cost of $150; replaced one filter backwash at cost of $65; and repalced pool and spa lights at cost of $85.

It was noted this date that the spa lights are not working and the pool lights turned on after 7:00 p.m. C.D. S. Pools will be notified. Additionally they will be asked to reset the spa timer as it is about 30 minutes off.

Roger Smith will contact homeowner Elaine Ziegler regarding her pool key #210 which is not working.

A letter will be sent to homeowner at 227 Donegal regarding the charges for the pool clock ($20) and installation of the new pool clock ($20). Should the owner not pay the charges, the pool key will be turned off until payment is received.

A letter will again be sent to The Cleaning Lady reminding them of the importance of not hosing out the restrooms. The restrooms appear to be dry at this point but there is a lot of damage and the paint is flaking off. Another opinion will be asked of a painter concerning the repairs.

C. Clubhouse Reservations
Damages to the clubhouse table were noted and the party with the last reservation will be charged $50 for damages and $25 for not taking out their trash after the party.

Board members will volunteer on a month-to-month basis for opening the clubhouse. Dan Shepherd will provide keys to the Board. Joe LaMartina volunteered for February. A list will be made of charges for damages and no clean-up and distributed to all renters of the clubhouse along with a check list of things to look for.

Upcoming reservations include: January 29; February 4; April 15

Some clubhouse roof damages were noted with three shingles broken following an event on October 19, 2004 whereby three teenage girls were detained by the sheriff for running on the clubhouse roof.

D. Architectural
Approvals include:
· 133 Jerome – new windows
· 115 Jerome – repainting of home
· 164 Shamrock – repainting of home
· 141 Heather Ridge – repainting of home
· 190 Heather Ridge – replacement of windows and door
· 196 Heather Ridge – replace walkway


IX. ONGOING BUSINESS
A. SELLECK PROPERTIES
Work continues to be in process.

B. RESLURRY BIDS
Tabled until after Selleck project is complete


X. NEW BUSINESS
A. COMMON AREA FENCE
The common area fence bordering 132 Jerome has termite damage in one of the posts and needs to be replaced. Jon Kaneko will be asked to replace this.

B. PROPERTY SOUTH OF KOHL’S
A homeowner asked what was taking place south of Kohl’s now that trees and fences have been removed and some grading is going on. Karen Furnish will call Robertson Property Group and will find out.


XI. DATE AND TIME OF NEXT MEETING
The next meeting will be Monday, February 28 at 7:00 p.m. at the clubhouse.


XII. ADJOURNMENT
