Frequently Asked Questions A. Speed Bumps -- Cars speed by my house at an alarming speed. Why doesn't the Kelly Park Homeowners Association install speed bumps? ANSWER: First, in Thousand Oaks, to be cool, you have to call them "speed HUMPS." Speed humps are 12 feet from beginning to end and 3 inches high. The streets in the Kelly Park HOA area are city streets so only the city can install humps. Kelley Road once had speed humps, but they were removed years ago. In late 2002 and early 2003, residents on Kelley Road requested speed humps. Check with the city to learn the status of that request. From the rules below, you can see why there are very few humps around the city.
B. Mail Boxes -- The mail delivery person keeps putting notices on my car because it is parked in front of a mailbox, but I have no other place to park. Why doesn't the Post Office use walking delivery mail persons on Kelly Park streets like they do on nearby streets? ANSWER: Unlike several nearby streets, Kelly Park was built shortly after the United States Postal Service decided that all future mail delivery in Newbury Park would be by mail truck. They have not shown any willingness to make an exception for Kelly Park. There is one possible solution. All the Kelly Park homeowners could install common mailboxes at one location in the Park. Picking up our mail would be less convenient, but parking and appearance would be improved. Contact the HOA board if you are interested in doing that.
